The Project is being developed by a team of nearly 100 people, from 16 organisations, located in 8 European countries: France, Germany, Greece, Ireland, Norway, Poland, Portugal and Spain. The formed Consortium, consisting of high-class experts, aims at successfully develop an innovative Meta Operating System and platform for enabling transient fog brokerage ecosystems – NebulOuS solution.

Institute of Communication and Computer Systems
The Institute of Communication and Computer Systems (ICCS) is a non-profit research institute established in 1989 by the Ministry of Education of Greece and the School of Electrical and Computer Engineering of NTUA to promote research and development activities in all aspects of computer and telecommunications systems and their applications. The Information Management Unit (IMU) – a research unit of ICCS – will take part in the NebulOuS project. Research in IMU addresses the whole lifecycle from data analysis to computation (cloud and fog) and decision making.

South-East European Research Centre
The South-East European Research Centre (SEERC) is a research centre of CITY College, University of York Europe Campus, established in Thessaloniki, Greece in 2004 as a non-profit, legal entity. Activeeon
ActiveEon is an open source solution provider offering "ProActive Workflows & Scheduling": a comprehensive Open Source job scheduler and Orchestrator, also featuring Workflows and Resource Management. It is organised in three interfaces: a studio to create workflows, a scheduler to execute the computations on a cluster of commuting resources and a resource management system for all the resources in the cloud continuum. A specific product based on this technology is developed for ML-OPS.

Mercabarna is the food hub of Barcelona that operates with the aim of guaranteeing the supply of fresh food to the public. The facility houses 600 companies specializing in the distribution, preparation, importing, and exporting of fresh and frozen products. Mercabarna is one of the main European fresh food markets, with 2 million tonnes annually distributed across Spain and many countries worldwide, and a space of reference in terms of management and operation of a food estate (innovation, training, environment, etc.).

University of Oslo
Founded in 1811, UoO is Norway’s oldest and largest public institution of research and higher education with 27 000 students and 7000 employees. UoO offers world-class research and learning experience through its eight faculties at the University, in addition there are the Viking ships museum, the Historical museum, the Natural history museum and the Main library, with 3.6 million items.

@fire – Internationaler Katastrophenschutz Deutschland e.V
@fire is a nongovernmental organization (NGO) which is funding itself through donations and contributions. It was registered in 2002 as an association, public charity in Germany: @fire – International Disaster Response Reg.Ass. (VR 201059). @fire contains more than 450 trained volunteers specialized in Wildland Firefighting (WFF) and Urban Search and Rescue (USAR). The organization has gained acknowledgment from Germany Civil Protection System, the German Foreign Ministry and achieved a classification in 2021 as the first light USAR Team through UN-OCHA under INSARAG membership (since 2010).
